About the National Green Hydrogen Mission
The National Green Hydrogen Mission aims to build a robust Green Hydrogen ecosystem in India and position the country as a global hub for the production, utilization, and export of Green Hydrogen and its derivatives. By promoting hydrogen produced using renewable energy, the Mission supports decarbonization across industry, mobility, and energy sectors and contributes to India’s vision of a low-carbon, self-reliant (Aatmanirbhar) and sustainable economy.
In alignment with this national priority, the Hydrocarbon Sector Skill Council (HSSC) has developed 22 Green Hydrogen qualifications (course curricula) under the National Green Hydrogen Mission. These qualifications have been approved by the National Council for Vocational Education and Training (NCVET), ensuring national recognition and quality assurance.
To enhance accessibility and learner engagement, HSSC has translated these curricula into regional languages, supporting wider adoption and effective learning across diverse participant groups.
Further, the Project Appraisal Committee (PAC) under the Ministry of New and Renewable Energy (MNRE) and the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, has approved HSSC’s proposal to train 1,010 industry candidates under the Recognition of Prior Learning (RPL) scheme. This initiative aims to strengthen awareness and build a future-ready skilled workforce for India’s growing Green Hydrogen sector.
Green Hydrogen Capacity Building Initiative at Vadodara Gas Limited
HSSC conducted a focused Green Hydrogen Training Programme under the National Green Hydrogen Mission (NGHM) for officials from Vadodara Gas Limited (VGL), Vadodara Municipal Corporation (VMC), and other industry stakeholders.
The programme was inaugurated by Shri Arun Mahesh Babu, IAS, Commissioner, VMC, in the presence of Shri Vinay Krishna Srivastava, Managing Director, VGL. It focused on developing key technical and supervisory competencies to support India’s clean energy transition, aligned with the Green Hydrogen Plant Supervisor job role.
Green Hydrogen Training Programme at GAIL GTI-Noida
HSSC conducted a Green Hydrogen training programme under the National Green Hydrogen Mission (NGHM) at the GAIL Training Institute (GTI), Noida, focusing on hydrogen operations and supervisory readiness in industrial environments. The programme also featured a visit to the BPCL R&D Centre, Greater Noida, providing hands-on exposure, knowledge exchange, and insights into advanced energy technologies, aligned with the Green Hydrogen Plant Supervisor job role.
Green Hydrogen Skilling, Upskilling, and Reskilling Initiative at CPCL Chennai Refinery
HSSC conducted a 4-day training program under the National Green Hydrogen Mission at CPCL Chennai Refinery for the job role of Green Hydrogen Plant Supervisor, delivering industry-aligned learning at a live refinery environment.

As part of the National Green Hydrogen Mission, HSSC delivered multiple four-day capacity-building training programs at HPCL Visakh Refinery, strengthening workforce readiness for the roles of Green Hydrogen Plant Supervisor and Green Hydrogen Plant Operator.
